What a requerimiento means
A requerimiento de subsanación is a formal notice from UGE-CE (the office processing your Law 14/2013 renewal) saying that your application is incomplete or needs clarification. This is normal — it does not mean your renewal will be denied.
When a requerimiento is issued, the 20-business-day silencio clock pauses until you respond. Once you submit the requested documents, the clock resumes from where it stopped (not from zero).
Check your notifications immediately
Requerimientos are notified via the Law 14/2013 portal notifications inbox and sometimes via the Dirección Electrónica Habilitada (DEH). You have 10 business days from the notification date. If you check late, your response time is shorter.
How to find and read your requerimiento
- Log in to the Law 14/2013 portal (expinterweb) with your FNMT certificate or Cl@ve.
- Navigate to your active application and open the notificaciones inbox.
- The requerimiento document will state exactly which documents are missing or need updating. Read it carefully — the list is usually specific.
- Note the notification date — this is when your 10 business days started.
Most common documents requested
Based on real HQP/PAC renewal cases, the most common requerimiento requests are:
- A more recent employer letter (carta de empresa) — often because the original was dated more than 3 months before submission.
- Updated payslips (nóminas) from the last 1–3 months.
- A clearer scan of your passport biographical page — ensure the scan is colour, high resolution, and not cropped.
- Apostilled or officially translated documents (usually academic qualifications or foreign criminal records).
- Proof of continued employment (contrato de trabajo or Vida Laboral).
How to respond to a requerimiento
- Prepare the requested documents as described in the notice — scan them clearly in colour PDF.
- Log in to the Law 14/2013 portal and find the "Subsanar / Aportar documentación" option linked to your application.
- Upload the documents and submit the response before the 10-business-day deadline.
- Save the confirmation receipt (acuse de recibo de subsanación). The silencio clock resumes from this point.

If a desistimiento is issued
If you missed the response deadline and a desistimiento has been issued, your application has been withdrawn. You will need to re-file a new application. Key things to know:
- You can re-file as long as your TIE is still valid (or within the 90-day late window if it has since expired).
- Your original submission date is lost — the silencio clock restarts from the new submission.
- If your TIE expired while the desistimiento was being processed, you may be in a gap — consult a lawyer.
Requerimiento — resumen en español
Un requerimiento de subsanación es una notificación de UGE-CE solicitando documentación adicional. Tienes 10 días hábiles desde la notificación para aportar los documentos solicitados a través del portal de la Ley 14/2013. Durante ese plazo, el contador de 20 días hábiles queda suspendido. Si no respondes a tiempo, UGE-CE puede declarar el desistimiento de tu solicitud y tendrás que volver a presentarla.
