This guide covers the Law 14/2013 renewal track — the route for highly qualified professionals (HQP) and intra-company transferees (PAC) in Spain. Check the front of your TIE card: if it mentions Ley 14/2013, PAC, HQP, or movilidad internacional, this is your path.
If your card doesn't mention any of these, you may be on a different track (e.g., NIE general residence, student visa). This guide does not cover those routes.
Overview of the process
- Check your eligibility and dates. Your renewal window opens 60 days before your TIE expiry date.
- Gather your 4 documents. Full passport copy (all pages), employment contract (signed by both parties), Formulario MIT application form, and Tasa receipt.
- Pay the Tasa 790 (Código 038) — €78.67.Pay via your bank's online tax service or at a branch. Keep the bank-validated receipt to upload.
- Submit online via the Law 14/2013 portal (expinterweb). You need an FNMT digital certificate or Cl@ve PIN.
- Receive your acuse de recibo — the submission confirmation. This is your proof of application while it is being processed.
- Wait for resolution. The 20-business-day silencio administrativo clock starts from the submission date. Most renewals are resolved within this window.
- Book cita previa for fingerprints. Once you have a resolution (or silencio positivo confirmation), book at your local Comisaría de Policía Nacional to collect your new TIE card.

The 20-business-day countdown
Once your application is submitted, UGE-CE (Unidad de Grandes Empresas y Colectivos Estratégicos) has 20 business daysto resolve it. If they don't, the application is considered approved by silencio administrativo positivo — a legal mechanism under Spanish administrative law.

Common complications
- Requerimiento: UGE-CE may request additional documents. You have 10 business days to respond, or the application may be archived. See our requerimiento guide.
- Desistimiento: If you fail to respond to a requerimiento, UGE-CE can issue a desistimiento (withdrawal). You can still re-file, but your original submission date is lost.
- Missing portal access: Without a valid FNMT certificate or Cl@ve PIN, you cannot access the portal. See our authentication guide.

La renovación del TIE por la Ley 14/2013 (PAC / altamente cualificados) se tramita íntegramente online a través del portal expinterweb. Solo se necesitan 4 documentos: pasaporte completo, contrato de trabajo firmado por ambas partes, Formulario MIT (MOV-INT), y justificante del pago de la Tasa 790 Código 038 (importe €78,67). El plazo de resolución es de 20 días hábiles. Si no hay resolución en ese plazo, opera el silencio administrativo positivo y la solicitud se considera aprobada.
